To ordinary civilians, Mutants don't exist; just a Japanese myth, or what they're known as, 'Yokai'. Not many foreign believed in the Asian myth, mostly seen as a flawed legend that died out hard. However, only very few, believed in them. Only few.
One may seek to have such transformation, even if it'll cost them their mind. They are willing to lose themselves for a such tedious new life. Arrogant to think being transformed into a mistake will make life wonderous.
A certain illegal ooze would grant one the appearance of mutant. Mutagen - originated in an inhumane dimension... Dimension-X
Aliens. Freaks.
In exchange, their humanity
No one wishes to be born as a creature, 'improved' for destruction.
A monster may want destruction, but a creature seek shelter. But will anyone see the difference? No, they won't. Of course they wouldn't. Why? Because all they see, are freaks. Judge them before they get to know them.
But would you still call them monsters if they don't even remember how they came to be?
