Bro Julius can do almost anything for his friends but he can do anything and everything for Anastasia. In this situation when you know that some undead monsters kill and eat people the same way as the undead from "Dawn of the dead"what will you do. If it was just someone like mimi, hetaro, ricardo they might have helped them come in. Why? Because they are not that smart, they won't think about the aftermath while Julius can't let these undead in at any cost. He saw how these undead ate people alive. He would definitely nit want these Undead to reach Anastasia at any cost, even if it means a friend and another candidate for the throne dies.
He knew if that since they are on top of a roof they can't just outrun these things like they did till now. Also everyone will agree on thing which is that Except Reinhardt and Subaru no one would ever have saved someone in that kind of situation.
Julius is anything but dumb. He already knew he had to make time to calculate the escape route and he just saw Subaru and Emilia as the perfect scape goat with the perfect alibi.
Fair enough but there's no way Subaru will forgive him now. If Julius endangered only Subaru then he could but he left Emilia to die too. He crossed one of the very few redlines Subaru has when it comes to forgiveness and that's putting those he cares about in danger. He's cooked.
