Marco already had the nurse outfit, boots and all. It was a joke gift from the WB nurses after he finished his medical training. Haruta found out and his division spent 6 months meticulously planning and carrying out a heist on one of Vegapunk's facilities to source an appropriate bribe. It's a special dye that changes the color of anything biological to the point of modifying a cell's DNA. This way Marco would no longer have to get his WB tattoo reapplied everytime he healed up an injury on his chest or lost control of his Phoenix fire. Marco was so touched that he agreed immediately to do the photoshoot. Haruta didn't tell him and Marco didn't ask who the photos were for after he found out how much money Haruta was getting out of this. All parties were left satisfied by the deal. Would be fun to make into a one shot later.
As for who bought the photos? Someone filthy rich and infatuated with Marco. They had to do a lot of
fast-talking at their next budget meeting, but it was worth it.
