While that could've been a possibility, Raphael's pretty emotional and tends to think with his heart more often than his head. I could see him EVENTUALLY seeing the King's point about protecting others, but at the same time I think he'd be so caught up in the fact that Rapunzel's dad lied to her and then locked her up.

To answer your question, at this point in the series (post season one), Leo tends to face most moral decisions (not involving missions) with a bit of a "What would Splinter do?" outlook. Since he's sort of been in this situation before, he knows how Rapunzel feels and thus is more on her side. Plus, after Splinter kept them in the lair for weeks, he admitted to his sons that what he did was wrong. Hence Leo believes that the King made the wrong decision, even if it was out of misplaced protectiveness.
