As you might have realised, the two who could control chakra were not mere fishermen. Amibune was a genin when Uzushio fell, Fune was his teacher. They fled on Fune's ship with their cook as the conflict started, and felt awful about it for all their years after. Especially Fune, who drank to forget. Sure, they were weak, their presence would have changed nothing.
But in Red, they saw a way to redeem themselves. A heir of Uzushio, a true Uzumaki. So they took her in, but when they defended her at the end, she had become more to them than that.
Rest in peace, my three fishermen.
