Alex being at the DEO without Kara in her life?? Why?! Also, it would be fun to have the whole James arc without neither Kara nor Lena being interested in him in anyway. 😉
In the canon universe, Superman worked closely with Jeremiah and Eliza Danvers to understand his powers. In this universe, I just went further with that connection, and, because Alex became aware of Superman and was present when her parents interacted with him, and because this version of Superman works with this DEO, Alex was still a logical recruit for Hank to select because of that association.
As for James, Clark had no reason to ask him to try National City when he "spread his wings". Instead, IF I bring him into this at all, he's instead in Star City, where the Green Arrow is located. I'm still not sure I have a reason to bring James into this at all.
