Sadly, you are right imho that Steve ended up the Russos' Gary Stu by the end. I've only seen a couple of halfway plausible theories as to why Mjolnir might have considered Steve more 'worthy' than Tony; one was that it was designed as a soldier's weapon, and we know Steve's mindset has always been much more in that line ('we are not soldiers' and refusing to accept collateral damage being part of Tony's core). The other was that it wouldn't have considered Tony worthy because Tony didn't consider himself worthy, which, legit (sob) and something I've suspected myself.
As for why I thought of Robert first, partly it was just because he is my fave and I larb him :D partly because he seems to have a good grasp on the inner workings of the verse and has throughout. I don't know that it's so much he's Tony, as it is that Tony is him--most actors deliver the lines writers create for them, but think about all the improv RDJ does! So much of Tony's words and deeds didn't come from a page of a script but came straight from his mind and heart. But yes, at the point in time where Nat has dropped into our verse, he would be, as best as we know, the only person other than the Russos and their minions (lol) who knows what is about to happen in Endgame.

And you'll get more! Trust me, I have plans for Mjolnir in Nat/the cast's Endgame rewrite :) (Hint: In my headcanon, in an emergency Mjolnir will fly to the most worthy wielder if more than one person around could lift it). And RDJ, along with Chris Evans, will play a pivotal part in greenlighting said rewrite precisely because he is Tony and Tony is him, along with other reasons including him knowing Hollywood inside and out from having so much acting experience and his wife being a producer who can work with fellow industry executives (AKA, the real Pepper Potts). RDJ and Evans will also, in this story, feel that they owe their characters a debt: RDJ to Iron Man for having resurrected him when he was considered washed-out due to a history of drug addiction, and Evans to Captain America for having been tarnished in the comics by Nick Spencer (the whole "Hydra Cap" schtick) and then turned into somewhat of a hero-in-name-only by the Russo brothers. (In fact, one element of the cast rewrite is going to be a redemption arc for Steve, mixing some of the old Steve back into the new grittier Steve, along with more resolution for Tony's errors in the civil war. No more Gary Stu--Chris Evans is going to plant himself like a tree beside the river of truth and righteousness and demand that the Russos and co. move!)
Oh, and BTW: With all due respect, I can't accept either of the theories you suggest about why Tony never wielded Mjolnir. I just think it's because he never tried once he became worthy (by learning humility after Age of Ultron). And also because the Russos badly screwed up :) Don't forget that Steve, who was worthy, refused to lift it as a party trick, saving it for a battle emergency. He was worthy (I believe) in large part because he wouldn't steal Thor's thunder (pun totally intended). For me, one indication of Tony's worthiness afterwards is that he never even tried to lift the hammer, even in battle. I believe in the Mjolnir paradox: those who believe themselves unworthy (if sufficiently selfless and otherwise humble)--which can be expressed as not even trying to lift it--are those who are most worthy.
Happy eagerly awaiting what I have planned! And anything you may figure out from this...don't advertise it to everyone! I still have to keep the audience in suspense, although it's always good to give clues :)
(zips lip, squees in anticipation) Oh! I thought about this story yesterday, when word was going around that Marvel had approached RDJ about killing Tony off as early as 2015, shortly after AoU...if that happened in your verse, it might play a role in how your RDJ approaches helping Nat fix things. And I'm so stoked to hear Evans will play a part too--knowing how fond he & RDJ are of each other irl he should! (and Susan too maybe? yay!)
