   Not all, no, but there's very little functional difference to the Jedi between "rigorously adopted" and "kidnapped without ransom". Add in that with there being strong evidence of some Mandos still hunting Jedi, including Padawans, if you can't get then back after a certain point you have to assume they're KIA. Very Much a case of a few rotten apples spoil the barrel.
