Again with the self-care... I'm thinking that, in Dabi's mind, he has taken it upon himself to reform Hawks into a healthier bird. Hawks and Mera thinking that Dabi is being an ass preventing Mera from grabbing Hawks for the joy of it, meanwhile Dabi has his own invisible time table on what Hawks needs to do and when. Admittedly, betcha that Dabi enjoys looming over Mera too (cause power tripping is probs fun for him). And embarrassing Hawks is undoubtedly too good to pass up.
