   those alterations are only 4 more twin 100mm AA and the wholesale replacement of the useless 25mm AA with the 40mm Bofors although the Japanese had the 40mm Pom-Pom in the interwar years and do with the 40mm 2-pdr Type 91 Pom-Pom what the RN did with their pom-pom aa gun and it would have caused a lot of issues for the USN
