I don't know of that person but I can attest that this announcement in particular was desperately needed. I spend a bit of time here and there in Facebook groups and subreddits for AO3/fic writers and some of the comments people receive are abhorrent. Reporting is always a good idea but trying to cut off harassment and bullying at the source is even better.
I think sometimes the rest of the internet brings us into this mindset that we're allowed to be mean to each other, especially with social media's poor moderation systems. Regardless of how you or I act in other internet spaces, it's not okay on AO3. A reminder is needed once in a while.
Does it work? I'd like to think so, even if it just provides authors with the means to turn off or moderate comments, or the steps on how to file a report.
