It was that damn Lotho again, Lotho Sacksville-Baggins from up Hobbiton way with his air and his Big Men—well, two could play at that game! And if anyone was going to be calling themselves "Chief" in this day and age, it would be the right and proper Thain of the Shire!

Given that the sons of Eärendil in question don't feel the need to justify themselves to him, it takes a while for understanding to dawn.
