Ziva, angry at her father and not wanting to go to Somalia in Rivkin's place to complete his mission, returned too. After arriving in DC, she decided she could not forgive Tony for killing Rivkin, demanding Gibbs transfer him off the team. When her ultimatum failed to achieve her desired outcome, despite Gibbs owing her his life for killing Ari, her reaction had devastating consequences for all the team.
