Humans, by and large, were something to be feared. There were no reasons for a human to leave earth; even less for them to leave their system. There was one confirmed escape. Any human in space was there without the permission of the federation and was bound to serve just one purpose. That was furthering the race for whichever species managed to get their hands on one.
