For a moment, Garak’s heart leapt. He imagined a tall, thin figure emerging, perhaps dressed in Starfleet Medical gray and blue, or perhaps wearing civilian clothing. He imagined him saying, I got your letter, and I couldn’t stay away any longer. Did you mean what you said?
The door opened. The figure that emerged was short and clad in the red of the Bajoran militia, with a bag slung across her shoulder.
“Colonel Kira,” Garak said. “This is an unexpected surprise. To what do I owe the pleasure?”
Kira didn’t return his smile. “We need to talk, Garak. It’s about Julian.”

After the war, Section 31 comes after Julian. Someone really should have alerted Garak sooner, but now that he knows, he's not letting him go without a fight. Neither is Miles, Kira, or Jake, for that matter.

But when Castellan Garak and Military Minister Kira find the body of Julian Bashir—with a heavily encrypted datarod containing the last fifty years of covert operations by Section 31 in his hand—on the eve of the treaty signing on Deep Space Nine, negotiations fall apart.
There is some nuance to it, of course, but what is nuance when your friend’s dead body has been found in a stasis container in Cargo Bay Four?
Or, Julian dies in the name of service to the Alpha Quadrant, but does a poor job staying dead. It does get his friends back together in one place, though.

“So, you could, hypothetically, engineer a situation for Worf to anger Kira and get your desired result,” Julian pours himself another glass from the swirled bottle, then offers her more. Dax bites her lip, then nods, “I could, but that would be manipulative and awful of me.”
Julian does the raised eyebrow, stretched lip face, which usually means ‘yes, it would, but you don’t have to rule it out’. And, that’s part of why she’s here and not drinking with Benjamin. Benjamin is the friend she goes to when she wants the right answer to something. Julian is helpful for morally dubious plotting, schemes, and shenanigans.
Setting up her girlfriend with her boyfriend because she’s convinced that their relationships would benefit from it falls under one of those categories.or, Dax wants to start a Throuple and uses vacation time to negotiate it with her two favourite wrinkle-nosed grumps.
