The war with Grindelwald never ended in the 40s. Dumbledore continues to avoid his ex-lover. In the distraction Dumbledore is unable to prevent Tom from getting into the Ministry. He works his way up the ladder becoming the youngest Undersecretary in history and the right hand to Minister Archer Evermonde. A pureblood traditionalist minister and is very popular amongst the people.
Grindelwald and his followers seems to be searching for something. They are doing smaller raids that are less focused on damage and more on searching every nook and cranny they can. While this has caused some problems with the muggles and the Statute of Secrecy, no one has yet to figure out what he is looking for. It seems they are forever one step behind Grindelwald.
